ELARCQ is a private standards body operated by Civic Vault Group LLC, a New York registered limited liability company.
From operators applying for certification, we collect identity and contact information, business information (entity details, formation documents), insurance documentation, property information, module-specific licensing, photographs of your space, application form responses, payment information, and recorded video interviews.
If you become certified, your verification page displays your name, business name, certification number, tier, module, region (city only), credential summary, and recorded character interview. Sensitive identifiers (full address, EIN, exact policy numbers) are never published.
We do not sell operator or visitor data. We share information only with service providers under confidentiality, law enforcement when required by law, or with explicit operator consent.
You may request access, correction, or deletion of your information (subject to legal retention requirements). Contact info@elarcq.com.

ELARCQ is a private standards body. We define our own standards and assess operators against them. We are not a government licensing authority, regulatory agency, or replacement for any state, federal, or municipal license required to operate your business.
Operators may apply for certification under one of three tiers (Standard, Premium, or Luxe). Application does not guarantee acceptance. Acceptance requires a registered business entity (LLC, Inc, S-Corp, sole proprietorship, partnership, or nonprofit), active insurance, documented zoning compliance, owner-occupancy or homeowner approval, completion of the TVI character interview, and payment in full.
Certification is not a one-time event. Operators are subject to continuous compliance with ELARCQ's standards. ELARCQ reserves the right to revoke certification at any time if an operator falls out of compliance, misrepresents information, or engages in conduct inconsistent with ELARCQ's standards.
Operators are responsible for the accuracy of all information, compliance with all applicable laws, the conduct of their business, and reporting any material change. ELARCQ does not assume liability for operator conduct or business outcomes.
Services are provided "as is." Our total liability shall not exceed the amount of fees paid by that operator in the twelve months preceding the claim.
Disputes shall be resolved through good-faith negotiation, then binding arbitration in New York. Governed by the laws of New York State.

The $250 charter application fee is fully refundable if your application is not accepted. If accepted, the application fee is credited toward your charter membership investment.
Once your certification has been issued and your verification page is live, charter fees are non-refundable.
Annual renewal fees are non-refundable once paid, except in cases of administrative error.
If your certification is revoked due to non-compliance, no refund is issued. If revocation results from administrative error on ELARCQ's part, ELARCQ will refund the prorated portion of the most recent annual fee.
Refund requests must be made in writing to info@elarcq.com. Refunds are typically processed within 14 business days.
